I am a public policy and management scholar, teacher and adviser. My work examines how governments and public organisations can build the capabilities to deliver better outcomes in a changing world.

I am Reader in Public Policy and Management at the School of Finance and Management, SOAS University of London. Over more than two decades, I have researched, taught and advised on public policy, public management, regulation, innovation and institutional capability.

I bring academic rigour to practical questions: how to design policies that can be implemented, improve public-sector performance, develop organisational capability and govern technological change responsibly.
